The out-of-state vehicle equipment thing is iffy. For instance, NY traffic law is written so that window tint of a certain % is illegal on any vehicle in the state regardless of where it is registered. Same for headlights, tailights, etc. But other sections, like required front plate, specifically say vehicles registered in NY. i.e. in NY, a cop cannot write a ticket for an expired inspection from NJ. I mean, certain equipment issues are universal, and other unique ones cannot be enforced outside the state. In any event, pretty lame on the trooper's part.
